The Residential Property Surveyors Association (RPSA) has recently launched a pivotal investigation aimed at exploring the existing tensions between property developers and surveyors with a particular focus on snagging - a term that has seemingly become contentious within the new home buying process. This investigative effort comes in the wake of concerns raised by the trade body regarding the apparent lack of awareness among new home buyers about their inherent right to commission an independent snagging report. Such reports are crucial in assessing the quality of their newly purchased homes, especially considering the stipulations of the New Homes Quality Code, which obligates developers to inform customers about their snagging rights.

Alan Milstein, the chairman of the RPSA, has expressed disbelief at the low uptake of independent snagging inspections by new homeowners. "It's not credible that, when advised of their opportunity to get a properly qualified, independent residential specialist to inspect their new home on their behalf, so few consumers are taking advantage of that opportunity,” he stated. Milstein suggests that the concept of snagging is misunderstood, viewing it instead as an excellent chance for developers to affirm their confidence in their construction quality and to underscore their commitment to delivering exceptional customer service.

For home buyers in Rugby, Warwickshire, the issue of snagging is especially relevant. The region has seen a surge in the construction of new homes to accommodate its growing population. With such developments, the potential for 'snags' or minor faults in new properties can be a concern for buyers. The investigation spearheaded by the RPSA is thus of paramount importance to the local community, offering an opportunity for Rugby's home buyers to better understand their rights and the benefits of independent snagging surveys. The investigation is set to begin with an interactive webinar for surveyors on 25 March, encouraging participation from professionals across various backgrounds. Surprisingly, reports highlighted by the RPSA suggest that up to 94% of new home buyers encounter snags with their properties. Yet, a staggering minority seeks out independent advice on these issues. This gap underscores the need for heightened awareness and education among home buyers regarding their rights and the available avenues to ensure the quality of their investment.

Milstein further noted the RPSA's commitment to elevating the standards of snagging inspections, mentioning, “I’m proud that the RPSA are leading the industry by working with the New Homes Quality Board to ensure that we now have proper standards for snagging inspections. We reinforce that with a clear requirement for practitioners to be qualified, insured, and a member of a recognised professional association.”

This investigation, therefore, represents a critical step towards enhancing the home buying experience in Rugby and beyond. It highlights the importance of snagging rights and the need for a standardised approach to inspections, ultimately benefiting both consumers and the broader real estate industry.
